Rule 17
Complaints can be filed in case of pollution or discharge of garbage
If a person, organization or industry does not control pollution in accordance with the conditions or criteria specified in accordance with the Act or this regulation, or if the person, organization, village development committee or municipality affected by that action, can complain to the relevant body.
